Newcomers Club
As Amended Effective October 9, 2007
Article I
Name and
Purpose
Section 1. The Club shall be called the Island Newcomers
Club.
Section 2. The purpose of the Club shall be to acquaint new
residents with people, places and activities of the area.
Article II
Membership
Section 1. Membership in the Club shall be open to
all new residents of two years or less of
A. Visitors are welcome and may attend one meeting prior
to joining.
B. New residents are welcome to join any time during the
year. Membership is limited to three years. Members joining between September
and February count as a full year of membership. Members joining between March
and May shall begin the three year membership term the following September.
These members will pay half membership dues for the partial year.
C. Guest(s) of members are welcome to any Club function
provided there is space available following the sign-up of all members who wish
to participate. Members are encouraged to limit the number of times a local
resident is invited to attend as a guest.

E. The annual dues are $25.00 per person per fiscal
year.
Article
III
Meetings
Section 1. The General meeting of the Club shall be
held on the second Tuesday of the month except as changed by the Board of
Directors.
Section 2 .The General meeting on
the second Tuesday of April shall be known as the Annual meeting and
shall be for the purpose of electing officers, receiving reports of officers
and Committee Chairmen and for any other business which may arise.
Section 3. Special meetings may be called by the President or
the Board of Directors upon three (3) days’ notice.
Section 4. The majority of members present and voting shall
constitute a quorum.
Article IV
Officers
Section 1. The officers of the club shall be:
A. President
B. Vice President
C. Secretary
D. Treasurer
Section 2. The term of office shall be for one year or until
their successors are elected with the term beginning at the close of the May
meeting.
Section 3. An individual must be a member of the Club to serve
as an officer.
Section 4. No officer serving a full term in an elective office
shall be eligible for reelection to the same office.
Article V
Nominations
and Elections
Section 1. The Nominating Committee shall consist of three
members appointed by the President and approved by the Board of Directors at the
February Board of Directors meeting.
Section 2. The Nominating Committee shall prepare a slate of
nominees and present its slate at the March General meeting.
Section 3. Nominations may be made from the floor
provided the nominee(s) has given his/her consent.
Section 4. Annual election of officers shall take place at the
April General meeting.
Section 5. Installation of officers shall take place at the May
General meeting.
Section 6. Vacancies:
A. Should a vacancy occur in the office of President, the
Vice President shall serve as President until the expiration of the term. If the Vice-President is unable to serve, then the
Board of Directors shall appoint a member to serve until the expiration of the
term.
B. Should a vacancy occur in any other office, the Board
of Directors shall appoint a successor to fill the unexpired term.
C. Any person who is appointed to fill an unexpired term
of office shall complete the unexpired term and then be eligible to serve a
subsequent full year’s term.
Article VI
Duties of
Officers
Section 1. The President
shall:
A. Preside at all meetings;
B. Be authorized to sign checks and other such documents
as necessary;
C. Be an ex-officio member of all Standing Committees,
except the Nominating Committee;
D. Appoint such ad-hoc committees as he/she deems
necessary;
E. Be invited to serve as an ex-officio member of the
Board of Directors in an advisory capacity for a one year term following the
completion of his/her term as President.
Section 2. The Vice
President shall:
A. Preside in the absence of the President;
B. Assist the President as required;
C. Act as Chairman of the Program Committee;
D. Perform such other duties as pertain to this office
or as requested by the President.
Section 3. The Secretary
shall:
A. Handle all necessary business correspondence
including recording official minutes, filing reports and answering inquiries;
B. Send cards and write correspondence of a social or
official nature as required or directed by the Board of Directors;
C. Send flowers or memorial contributions upon the death
of a member;
D. Perform such other duties as pertain to this office
or as requested by the President.
Section 4. The Treasurer
shall:
A. Receive and disburse all funds of the Club as
directed by the Board of Directors;
B. Be an authorized signer on all financial instruments;
C. Submit a financial report at the Board of Directors
meetings and at membership meetings as directed;
D. Perform such other duties as pertain to this office
or as requested by the President.
Article
VII
Board of
Directors
The Board of Directors
shall:
Section 1. Consist of the elected officers, Standing Committee
Chairmen and such other committee chairmen as appointed by the President;
Section 2. Meet once a month on the next day
following the General meeting or at the call of the President;
Section 3. Establish guidelines and set policy annually for
conduct of the club to meet prevailing conditions;
Section 4. Transact any business requiring action
between General meetings of the club.
The majority of members present and voting shall
constitute a quorum.
Article
VIII
Committees
There shall be the following
Standing Committees with all Chairmen appointed by the President with the
exception of the Program Committee which shall be chaired by the current Vice
President. The Chairman may appoint committee members as necessary. The
Chairman of each Standing Committee shall be a member of the Board of
Directors.
A. Activities Committee:
Submits organized plans for social events for the
members to the Board of Directors for approval.
B. Advertising Committee:
Solicits advertisers for the Island Newcomers
Newsletter.
C. Communications Committee:
Contacts the membership as needed to inform them of
upcoming activities and scheduled meetings.
D. Dining In Committee:
Appoints
and schedules a host/hostess along with other members to make a party of 8 to
have a meal at a host/hostess’ home during the months of October through May.
E. Dining Out Committee:
Appoints
and schedules a host/hostess along with other members to make a party of 8 to
have a meal at a local restaurant during the months of October through May.
F. Hospitality Committee:
Arranges
hosts/hostesses for refreshments for each General meeting as needed;
Supplies
name tags for all meetings.
G. Membership Committee:
Contacts
all prospective and new members;
Greets
renewing members and new members at General meetings;
Compiles
membership list and records pertinent membership information for Club records;
Presents
membership figures to the Board of Directors;
Arranges for printing of Membership Directory.
H. Newsletter Committee:
Prepares
monthly newsletter to be mailed during the year to inform members of upcoming
activities and scheduled meetings;
Provides Webmaster Committee Chairman a copy of the
Newsletter for insertion in the Club’s website.
I. Program Committee:
Plans
programs for General meetings and submits them to the Board of Directors for
approval. Upon approval, develops and presents program at the monthly General
meetings.
J. Publicity Committee:
Prepares
and distributes publicity about Club meetings and activities of the Club;
Serves as Club Historian.
K. Singles Committee:
Plans
activities for Single members and submits them to the Board of Directors for
approval. Upon approval, develops and
oversees the particular activity.
L. Webmaster Committee:
Develops
and maintains the Club’s website with content as approved by the Board of
Directors’
Article IX
Fiscal
Year
The fiscal year shall be June1 through May 31.
Article X
Parliamentary
Authority
The current Edition of
Robert’s Rules of Order, Newly Revised shall govern the Island Newcomers Club
where it applies and is not inconsistent with these bylaws and any special
rules of order the Club may adopt.
Article
XI
Amendments
These bylaws may be amended
at any General meeting of the Club by two-thirds (2/3) affirmative vote
provided the amendment(s) has been submitted in writing to all members, either
by U. S. Mail or by electronic-mail, at least two weeks (2 weeks) prior to the
General meeting.
